Twenty-third Amendment

修正第二十三条（1961年）

The District constituting the seat of Government of the United States shall appoint in such manner as the Congress may direct: A number of electors of President and Vice President equal to the whole number of Senators and Representatives in Congress to which the District would be entitled if it were a State, but in no event more than the least populous State; they shall be in addition to those appointed by the States, but they shall be considered, for the purposes of the election of President and Vice President, to be electors appointed by a State; and they shall meet in the District and perform such duties as provided by the twelfth article of amendment.

The Congress shall have power to enforce this article by appropriate legislation.

合衆国の政府の所在する地域は連邦議会が定めるところにより、大統領および副大統領の選挙人を選ぶ。その数はこの地区が州であるならば選出することができる連邦議会の元老院と代表者会の議員の総数と等しい人数となる。しかし人口の最も少ない州の選挙人数を超えないものとする。この選挙人は各州によって選任された選挙人に加えられ、大統領、副大統領選挙の目的のために、州により選任された選挙人とみなされる。この選挙人はその地区にて会合し、修正第十二条により規定される義務を遂行する。

連邦議会は適切な立法によりこの条項を実行する権限を有する。

Twenty-fourth Amendment

修正第二十四条（1964年）

The right of citizens of the United States to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in Congress, shall not be denied or abridged by the United States or any State by reason of failure to pay any poll tax or other tax.

The Congress shall have power to enforce this article by appropriate legislation.

合衆国の市民の、大統領、副大統領の予備選挙あるいはその他の選挙、あるいは大統領、副大統領の選挙人の選挙、あるいは連邦議会元老院議員、代表者の選挙における投票権は、人頭税あるいはその他の税金を支払っていないことを理由として、合衆国あるいはいずれの州によっても否定され制限されない。

連邦議会は適切な立法によりこの条項を実行する権限を有する。

– promary：予備選挙。

– failure：怠っていること。

– poll tax：人頭税。

Twenty-fifth Amendment

修正第二十五条（1967年）

In case of the removal of the President from office or of his death or resignation, the Vice President shall become President.

大統領が罷免されあるいは死亡あるいは辞任した場合は、副大統領が大統領となる。

Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress.

副大統領が空位となった場合は、大統領が連邦議会両院の過半数による承認の元に副大統領を指名する。

Whenever the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that he is unable to discharge the powers and duties of his office, and until he transmits to them a written declaration to the contrary, such powers and duties shall be discharged by the Vice President as Acting President.

大統領が元老院臨時議長と代表者会議長へ書面により大統領職を遂行できないとの通告をした場合は、復帰できる旨の書面の送達があるまで、大統領代行として副大統領がその職務を遂行する。

– discharge：職務を遂行する。

Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.

副大統領および各省の長官あるいは連邦議会が法律で定めるその他の機関の責任者の過半数が元老院臨時議長と代表者会議長に対して、大統領が職務執行不能であるという書面による通達をなした際は、副大統領が直ちに大統領の職を代行するものとする。

– assume：引き受ける。

Thereafter, when the President transmits to the President pro tempore of the Senate and the Speaker of the House of Representatives his written declaration that no inability exists, he shall resume the powers and duties of his office unless the Vice President and a majority of either the principal officers of the executive department or of such other body as Congress may by law provide, transmit within four days to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office. Thereupon Congress shall decide the issue, assembling within forty eight hours for that purpose if not in session. If the Congress, within twenty one days after receipt of the latter written declaration, or, if Congress is not in session, within twenty one days after Congress is required to assemble, determines by two thirds vote of both Houses that the President is unable to discharge the powers and duties of his office, the Vice President shall continue to discharge the same as Acting President; otherwise, the President shall resume the powers and duties of his office.

その後、大統領が元老院仮議長、代表者会議長に対して、職務執行不能状態ではない旨の書面による通告をなしたときは、大統領は職務に復帰する。副大統領と各省長官及び連邦議会が法律で規定する他の機関の長の過半数が4日以内に元老院仮議長および代表者会議長に対して大統領は職務を執行し得ない旨の書面による通達をした場合はその限りではない。
その際は、連邦議会は、会期中でないときは、48時間以内にその目的のために集会し問題を決定する。連邦議会がその後者の書面による通告を受取ってから21日以内に、あるいは連邦議会が会期中でなければ集会を要請されてから21日以内に、両院の3分の2の多数により、大統領が職務執行不能であると決定すれば、副大統領が大統領代行として職務を継続する。そうでなければ、大統領は職務に復する。

– thereafter：その後。

– resume：回復する、復帰する。

– thereupon：そのうえに、その際。

– latter：後者の。

– otherwise：さもなくば、そうでなければ、そうならなかった場合は。

Twnth-sixth Amendment

修正第二十六条（1971年）

The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age.

Congress shall have the power to enforce this article through appropriate legislation.

18歳以上の合衆国市民の選挙権は、合衆国及びすべての州において年齢を理由に否定され制限されることはない。
連邦議会は適切な立法によりこの条項を実行する権限を有する。

Twnty-seventh Amendment

修正第二十七条（1992年）

No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.

元老院議員および代表者会議員の職務に対する報酬を変更するという法律は、代表者会議員選挙が次回行なわれるまで、効力を持たない。

– varying：変更する、改める。

– intervened：挟まる、介在する。
